Tracey White called me first thing in the morning and said he was still recovering from a whiplash injury suffered recently and his mom had a stroke and he'd been dealing with those things. He didn't go out and inspect after I discussed the asbestos handling he said because the other solid waste inspectors John Johnson and Rick Prusa? had just gone out there on June 9th and said everything looked fine.2

He gave me Andy Allen's 850 595-8300 phone number to ask questions about the new ruling and also about the tagging of asbestos before burial. (I called Andy Allen at aprox 4:30 Pensacola time and he was out, but Kevin White said Gregg Landry
greg.landry@dep.state.fl.us would be the person who could answer the question I had about the asbestos being tagged, and that he would have him call me back probablly in a few minutes.) he called me back and said it did need to be tagged, and discussed that non fryable could go into the big heap, but I don't think the fryable was to go into the big heap.

We discussed the nishap 40CFR61.154 rules. He mentioned that OSHA rules apply to monitoring of the air. (I found out that OSHA doesn't govern government entities though the same rules apply, and according to Sandy Swerngin of OSHA in Jacksonville headquarters Governor Bush got rid of the governing authority for government employers.

Mxrtin called me back to say he needs to change our apt. with Cliff to 1:30pm on June 30th instead. He asked if I got a copy of the notes he typed up from our conversation, and I said no, later I found them in my Trash!!! but he'd resent them already. anyway I made some corrections and refinements.

aprox. 3pm Pat Plocek returned my call about the first park meeting date. He told me he would let me know when and where. We talked about lighting for the park, he said it would be installed next year probably because they didn't want to have any games out there this year to let the grass grow.

He mentioned that only one entrance to the park would be open for crowd control (sorry pat, but lol). I was puzzled why one, and he said it was currently the vogue for all parks due to safety concerns, like if someone grabbed a kid, you want to make sure they don't have a variety of choices to exit the park, make em go back to the same way they came in. I asked if you were confronted by a person chasing you, and they were blocking the exit, he said there would be lots of places to run... and he said the police would have a key to come open the second locked exit for you in an emergency... hahahahha. Better have your cell phone charged!

aprox. 3:30 Christine Coble called me back, we had a long nice discussion, she has two soccer playing kids. She said that Commissioner Proctor wanted to have a person of color to be on the park committee and that the Chaires Capitola area didn't have anyone volunteer yet.

had an apt. with Cxiff T, but he didn't come because of a family medical situation, his mom had suffered a stroke the day before, and Mxartin said they just forgot about it, but Mxartin rushed over and arrived about 20 minutes late... I thought at first that I really didn't have anything to say to Mxartin, but would make an apt. for later with Cxiff, but decided to let him know my concerns. He took very good notes, and said he'd let Cxiff know what I'd said, so we made another apt. for June 29 at 1:30p to confer in person with Cxiff. Mxrtin seemed surprised and upset when I told him the landfill committee had discussed the belief that it would become a transfer station in 2015 instead of closing. He said no that would mean the government lied, and he would discuss that with the landfill management right away to make sure they weren't thinking that way.

I found out that I could sit in on these meetings so I came - Glenn wanted me to show my recent photos of asbestos being buried there.
Ground water remedial action plan, the well that the water is being pumped out of behind these two buildings, two wells have contamination, one is so low its no point to continue pumping so Norm has put a work order in to move the meter and pump to a new well, Benzene is the chemical we need to be concerned with there.

 THe bad news is,  showing photo from aerial, we have ground water monitoring well that has picked up talulene and something else that is of real concern. We will need to move out somewhere and poke a bunch of holes to find out the limit of that groundwater contamination and then some wells outside the border to monitor movement if any.

 Its under the mulching area, and the tub grinder had a leak, from a hydraulic line which was broken. DEP will tell us what the solution they want.

 AWe have a problem with iron on the south side, we think its a problem with background iron and not associated with the landfill activity. The iron in the Talquin sewage monitoring wells is much higher than ours and the landfill.

 near high springs almost cost a million dollars they found ethylene dibromide a popular agric. chemical in the early 70s a neumaticide, and thru the groundwater monitoring they found plumes of it, and the highest concentration was just inside of the landfill perimeter, we found soil and drums and drums, and by the time that it was loaded up to be transported away, it dissipated, because it was a volatile compound


 Methane, Carbon Dioxide, and then 4 or 5 gasses, called mercaptans, some silicates sometimes, some hydrogen sulfide, and mercaptans are detectable by humans in minute amounts -always when you find methane you find mercaptans.

 The financial review committee supports our 5 year business plan. We've identified a couple of million dollar capital improvement plan projects and if we are to do all those, we will very rapidly deplete our cash balance that we have control over, We have about 11 million for closure, right now we have about 6.5 million that the board has flexibility to spend in the solid waste system in any way they choose . Our budget is about 8.5 million for the solid waste.

 We need to have reserve to fix things like the plumes, or a tornado, or hurricane unforeseen contingency. Norm things 2.5 million should be a minimum to have for such things. We need to put some money in the bank for future capacity needs, like building a new transfer station, or we may have to go to a more expensive landfill. We need to be putting some money in the kitty for those kinds of things.

 If you look at the notes, you'll see that our expected revenues will show a deficit. We want to tell the board that its time to start raising rates. We are looking at an FY07 asking the board to increase rates to $33 per ton.

 The city is the biggest customer, they feel they own as much of the cash balance as anybody. That cash balance needs to be spent down to the benefit of all the customers. By spending down

 Based on the information we have today that is what we need to do to make the system whole. The good news is the financial committee has agreed to look at the system as a whole instead of a cost ?

Also called Brad with the Russell Daniels  (Brad 539-6136) company that won the irrigation project bid, he said it was now 99.9 percent complete and also I found out that they installed irrigation on the other landfill side. He estimated that 60% of the trees were still alive at this time. He said it was a lot harder to install the irrigation after the sod and trees were  planted- and would have been much better to install it before the plants. Karen S. was who he worked with on the project, and he thought she had inherited it from someone else who was probably the one making those kinds of decisions.

Stopped by the Hazardous Waste office on the way home, and looked at new map of the asbestos disposal sites - mentioned the dead looking park trees to Buckley, and he said if the leaves fall off, it was a good sign but if they turn brown and stay on, they were probably dead.

Cliff txhael returned my call... I made a tentative apt. with him to discuss the landfill park stuff for 1pm June 15, 2005


June 7, Tuesday - called Rackleff's office, Kate Bs, Cliff txhael, and M. Green's office today to make sure they all knew about the massive loss of new tree and hedge plantings at the landfill park. None answered their phones of course. I left detailed messages for the first three, and asked each to acknowledge my message with a phone call back, and just left my phone number with .

Karen Stuhmer said she was out at the park yesterday, and she said she looked at every single tree and almost all the trees were in shock, but she thought they were going to live. She said the black felt liner can't be removed til the permits are all approved. Also she said a sign is coming, but there was a problem with calling the place fields, and that had to be resolved. 6-6-05 Called and spoke with Pat Plocek about how it appeared we were going to have a massive loss of new tree and hedge plantings at the landfill park, he said he would look into it. He said Tony and Karen were going out there regularly to check on things. Then I called Tony and asked him when the last time he visited there, he said 3 or 4 weeks ago. I told him it looked like many of the plants were dead or dying.

Nov. 30th... We were rather dissapointed to see the County Commissioners delay selection of the landfill liason committee again. . They had 8 applicants, but apparently they weren't of the quality that the commissioners thought they wanted. Most commissioners seemed to have forgotten the purpose of the committee, and Depuy being new, and apparently having some big ideas for the landfill's use in the future wanted time to widen the search for some more committee member applicants. Proctor wants someone who was more qualified in the environmental area, and could be more than just a person who could judge if the landfill smells or not. Bob wanted to nominate two of the applicants, Glenn Abbott, and another applicant. Grippa wanted to know if the committee could include people who may or may not be suing the landfill. He didn't seem to know anyone that was, but Tony Parks said he didn't know if that would preclude membership.

Otherwise, except for the fact that its running a few months late, the park is coming along slowly but surely. The dirt that was spilt on highway 27, i think that was on Thursday and kicking up dust as cars drove over it was taken care of pronto.



Monday, Oct. 25, 2004
Today was pretty smelly, but saturday I woke up with the gosh awful headache and when I checked the wind direction it was coming straight into our neighborhood directly from the landfill. It was from the North, Northeast going just slow enough to inundate us. I left after lunch and came back about 4:45pm, and was overcome at the Conner Blvd, my throat started tightening up, and I was puzzled. It kind of smelled like asphalt so what did I see as I got closer, but a roadway being constructed further along towards the landfill. I continued thinking the smell would get better, and I think it did get a tiny bit better but still wasn't pleasant, so I thought I'd drive thru, maybe ask for an escort and see whats cooking at the landfill. Well first I drove to the bins, and asked a couple of people if they thought the landfill was smelling again. Yes, they said, one lady said she thought that problem was supposed to have been fixed already.

Being so late, I thought I'd skip asking for an escorted tour, and instead went directly to the Parkway East Convenience store and do an impromptu survey. The ladies in the store, said they'd been inside and couldn't smell it, but Friday or Saturday was really bad... A passer by heard me asking them, and said yes it did smell. She wasn't from this area and said it was pretty bad.

Got home and started calling commissioners, and the landfill personel, wanting to make sure everyone was aware of the situation. The commissioners seemed surprised to hear it, and Nancy Paul from the landfill (indicated she didn't know why it would be smelling) because they weren't doing anything different. Well, that was the point, they may not be doing things differently, but the weather does things differently and its affecting our neighborhood now.

Told almost everyone I spoke to, about my ongoing worsening thyroid problem...  my thyroid peroxidase has jumped to over _3600_ and normal is between 1 and 35!  ... and how it could be caused by the landfill polution, or even me worrying about the landfill polution. I told them we were trying to find a new house far away from the landfill.

Told them I was planning to get some DEP complaint forms for our residents... maybe that will get enough attention to get proper funding to take care of the waste properly.




LAKE HERITAGE - MAY 4, 2004
Ann Howard, TV personality and Channel 6 news reporter called LHNNA (Lake Heritage Neighborhood News Association) Photographer Mona Lisa Abbott, at 4:15pm today and asked if she would like to go over to the Leon County landfill and get interviewed for Channel 6 news.

Howard asked Abbott if the newly added flare had decreased the landfill emmission odors... Ms. Howard and her videographer had just been taken on a tour of the facility and videotaped the one which has already been installed and lighted and Howard said the new flare is scheduled to be lit in a couple of days.

Abbott said she really couldn't personally tell any difference in the smell because there hadn't been anything perceptible to her since they started covering up the big trash heap weekly with dirt, but she'd heard a couple of people say they could smell something after the flare was lit. "Time should tell,  most residents were very happy with the new clean air even before the new flare was lit." she said.

"People aren't waking up with headaches every morning like before when it smelled so bad" she said.

"I hope I didn't blab too much, I know they are always looking for simple sound bites, and when they asked if there was anything else I wanted to say well, I sort of went over my list of issues...  like the dual potential (good - get rid of methane etc... and bad - creation of some dioxin from the burning of these emissions) for the new flares.

"I told her we liked the new management, Edgar Grant has really made a great impression so far.

"I mentioned the situation with the air stripping remediation project, which she new nothing about... how we would like some air quality testing - and that Tony Parks refused to let me personally take samples of air or water there to be tested." Abbott continued.



"I mentioned that we didn't think we should have to wait til 2015 to close the landfill from accepting the class III trash. I said we wanted it all to move somewhere else, including the hazardous waste facility and some of the county's financial resources devoted to making our new park  and making sure it was safe."

The interview is scheduled for 11 pm Channel 6 news May 4 and 6am May 5.

I'd like to say that since I have an outstanding tresspass warning still in effect I'd like to publicize this i infomation... When I went to check in,  the guy (he's the new weighmaster I think his name is Bill) at the window was figuring up something for a customer who was there, and I signed in and asked if I needed an escort or if Ann already had one... he said he was too busy to answer that and for me to wait to ask him. When he finished with his customer, he was still doing something for another couple of minutes and didn't look back at me, as I stood waiting in the sun... I saw anther guy there in the scale house, Melvin I believe is his name, and I motioned for his attention, and he came over to the door, and I explained that Ann Howard was waiting for me, and did she already have an escort or did I need to wait for one. He called the office, I think spoke with DJ. Whoever it was, they said Ann had left already and she had been there betw 3-3:30 they thought. I said I think she is over at the recycle rolloffs and had just called me from there about fifteen minutes ago at 4:15pm.

Marvin talked again to whomever on the phone, and then instructed me to go to the main office. On my way there I saw Ann and her cameraman by the recycle bins, and I pulled my car within hearing range and told her I had to go to the office to get an escort, and asked could she wait for me. She said she'd call Nancy Paul and tell her where I was etc. Nancy apparently was ok with that, because no escort nor sheriff came for me while I did about 10 minutes of interview work. I checked in about 4:30 and checked out at 4:51.

Started out early, and called Tony Parks to ask two questions. 1. Did I possibly leave my beloved digital hand held Olympus 330 in his truck the March 20. No he said. Pshaw. I really miss it, and haven't seen it for the longest time. 2. When can I view copies of the air and water quality reports. I'd asked Nancy earlier, and she didn't seem to know that Tony promised me back on March 30, he would have the staff at the landfill get those together for me. He said they were busy, and Nancy Paul was in training today. I said it would be ok to just get the latest report to start, because answers  were coming out so slowly the questions are getting backed up here. Like a bottle neck to get an info. I told him I didn't want to drive over to his office instead of across the street to get the info. He seemed agreeable, without any firm commitment.

Went to the landfill to photograph the covered class III heap about 5:17 pm, Donna G went with me. Nancy Paul was in a hurry, said she had 4 daughters on the way to a prom, so we didn't dilly dally. I noticed the old class III was covered with mulch, and asked about that, she said that class III cell was now closed and it was not going to be capped because Class III didn't need it, but the mulch was on there to prevent erosion. I did a panaromic shot and we left...


4-9-04 Fri.

Got her answering machine at 10:50 am Talked to recorder: Told Nancy's recorder, I wanted to make plans early so they would have time to make sure an escort was available to be there for the covering of the big heap ceremony. I told her we wanted to get some soil samples, and said I wanted to see where the water monitoring wells were.

Tony said he's getting with the staff at the landfill to get me copies of the reports for the last couple of years. He said to talk to Nancy about getting escort for the "covering" ceremony... I told him I'd left a message for her to call me back this morning.

Got Answering Machine again - I told the answering machine I was on my way over there to discuss my desire to photograph the covered trash heap as soon as it was covered.

His interest in the landfill is to control odors and emissions - he gave me his hm no. 216-2016 - lives at Indianhead - said he will come speak to our association. He worked in france with the french 3 times
in fact he was there during sept. 11. He said they were using the same landfilling techniques as we do essentially.

DEP has been at the landfill every day, he said. In fact, he was banned from the landfill temporarily while the permit for his work was being approved. Apparently Jud was supposed to get some special permit but didn't.

But in the meantime part of the experiment was to cover the landfill with Mulch. And I told him I'd seen they were doing that as of the last week, and he said yes, that was their project.

 We discussed the park, and how as long as they were taking in more trash, the park would have to be put on hold. He said it would take a long time for it to be safe because of the emissions. I asked about a giant shower cap type membrane thing that would corral all that gas to specific collection points. He said Nancy Paul said the landfill didn't have enough money to put the big shower cap type cap on the landfill, and had to keep accepting class III because they needed the money. I told him I didn't believe it, because in DEP's reports it was stated that they had millions set aside for the closing as was required by the law. He was unaware of that. He wants to do a presentation to our neighborhood on how the landfill works, and his research.

"Why work against nature when you can work with it, its using lo tech ways to better cover landfills"... have been working on this type of project since 1999 or 2000. Also from Montana to montana to albany counties, waste management also one project with a marine base

Leon County have been working on alternative covers in florida since I moved here in 2001. In Leon County since this past year... had them on research meetings, we showed them what we do, basically the type of covers how the county was involved we were doing some computer modeling and some testing, and the next step was some field testing of what we saw... this was a perfect place to work on a field scale. and I think the combination of I and Jeff , you deal with water, and he deals with gas, Water moves down, and gas moves up, they make a good team... I am young, so I a m new, but Jeff is a world expert when it comes to methane. What's nice about the landfill is a big source of greenhouse gases, we think we can do something about that by just eliminating gas from landfill by placing biofilters mulch, compost mixture, if you look at how methane can leave, its thru pipes vents or the cover itself , if it moves thru the cover we want to put a layer on top of the cover and as it moves thru that layer of mulch, it gets used up by the bacteria as a food source. and hence minimizing the flux of methane as it leaves. If a pipe is venting methane, you could hook it up to a small container ,with mulch, and bacteria methanothropes very common in mulch and compost

think about the way landfills are now being covered is like me wearing raincoat, we stop the water from going in, so basically you are working against nature, you are shedding the water off. How long will the rain coat last, however if we think of achieving the same objective and let vegetation to move it out of the soil, achieving the similar effect, but long last lasting and nice to look at, and good habitat for wildlife, so it will give you more options in terms of end use for park or wildlife refuse.  the thing we think we can do it combine the two covers the ones that deal with methane and cover, and make one new type of cover that can handle both...

The option of harvesting methane is a question of cost, and if you have a very large landfill, it is feasible, but for small landfills such as this one, i don't imagine you can make it financially feasible to build a system to harvest this methane. However if you place a layer of mulch, and go to every vent and install biofilters you are passively oxidizing that methane. we have results from the landfill area, we went to jeff about 3 years ago, and he measured the flux in two areas, he placed one chamber on a layer that has a very think layer of mulch, He noticed on the thin layer he measure d a lot less than a non mulch area. In my lab, we have methane

I want people to see is we are back working with what people have know for thousands of years. Instead of covering it up with fancy products to prevent nature from doing what it will eventually do.... these covers are based on vegetation and soil...

class I and class III are not covered the same way...

europe space is alot more expensive. and landfilling is a lot more advanced...

When I first was required to sign into the guest book I was the first person to sign in, I said, after all these years, I'm the first visitor? The spotter said to me that they had just finished up a book that  lasted 12 years. I've asked to see that book, but no one seems to know much about it everytime I verbally ask to see it...

Q. The Asbestos Disposal Area looks like a rectangle on the diagram submitted to DEP, but appears like a triangle on the site. The GPS positions given on that paper are in the table below

I'd like to have someone check those coordinate while I am there, to see how big that area is since there are no apparent markers defining the current asbestos area perimeter.
